I build and manage GoHighLevel systems for UK businesses, with UK GDPR and PECR built in from the start: consent capture, the soft opt-in done properly, working opt-outs and tidy data records.
I'm Arslan Mumtaz, a software engineer and Senior CRM Developer based in Lahore, Pakistan, working remotely with businesses in the United Kingdom. There's no local office. You get direct access to the person doing the work, at offshore prices, with working hours that overlap yours.

HighLevel acts as a data processor, provides a data processing agreement and participates in the EU-US Data Privacy Framework including the UK Extension. Compliance also depends on how you set up consent, opt-outs and data handling, which is what I build. This is general guidance, not legal advice.
Often, under the PECR soft opt-in: if you got their details during a sale, you market your own similar products, they had a chance to refuse, and every message lets them opt out. Everyone else needs clear consent.
